THE DEATH PENALTY: JAPAN IN WORLD PERSPECTIVE
The British Embassy and Netherlands Embassy, along with the European Union Institute in Japan (EUIJ) Waseda will co-organise a seminar in Tokyo on 25 November entitled "The Death Penalty: Japan in World Perspective".
The objective of the seminar is to promote debate and discussion on the use of the death penalty in Japan. Public support for the death penalty in Japan remains consistently high according to national surveys. However, Japan (along with the US), seems an anomaly alongside most other liberal democracies around the world which have abolished the death penalty. Shortly after assuming office, former Justice Minister, Keiko Chiba, pledged to start a public debate on the death penalty in Japan. This seminar gives you the opportunity to hear from European and Japanese experts on the death penalty, and join in the debate.
The seminar will open with an introduction by Nobuto Hosaka, former member of the House of Representatives and former Secretary-General (currently Adviser to) the Parliamentary League for the Abolition of the Death Penalty.
Roger Hood, Professor Emeritus at All Souls College, Oxford University, will deliver a keynote speech, followed by Q&A with a panel of experts from the UK, Netherlands and Japan. In addition to Professor Hood, the panellists include Saul Lehrfreund and Parvais Jabbar, both British lawyers working with the NGO "The Death Penalty Project", which has been working on death penalty issues around the globe for more than 20 years. Also Bart Stapert, a Dutch capital defence lawyer, with extensive experience of death row cases around the world and former head of Amnesty International in the Netherlands. Yusuke Fuse, a Japanese death penalty analyst who has conducted research in the US will also contribute, along with Nobuto Hosaka. Dominic Al-Badri from the Delegation of the EU to Japan will moderate.
Simultaneous Interpretation will be provided.

死刑制度：世界から見た日本
11月25日（木）、駐日英国大使館、駐日オランダ大使館、EUIJ早稲田は、「死刑制度：世界から見た日本」と題するセミナーを東京で共同開催いたします。同セミナーは、日本における死刑適用に関する議論、協議の促進を目的としています。世論調査では、依然として、死刑に対する日本国民の高い支持が常に示されていますが、世界の他の多くの民主主義国で死刑が廃止されている中、日本は（米国と共に）例外的であると見受けられます。在任中、千葉 景子前法務大臣は、日本の死刑制度に関する国民的な議論の促進に寄与されました。今回のセミナーは、死刑に関する欧州と日本の専門家の意見を聞き、議論に参加する機会を提供するものです。
本セミナーでは、前衆議院議員であり、「死刑廃止を推進する議員連盟」の前事務局長（現、顧問）である保坂展人氏より、開会のご挨拶を賜ります 。
これに続き、オックスフォード大学のロジャー・フッド名誉教授による基調講演と、英国、オランダ、日本の専門家との質疑応答が行われます。フッド教授の他、パネリストとして、20年以上にわたり、世界各地で死刑問題に取り組むNGO、「ザ・デス・ペナルティー・プロジェクト」で活動する二人の英国人弁護士、ソール・レフロインド氏、パーベイス・ジャバー氏と、死刑囚の弁護を専門とするオランダ人弁護士で、死刑の事例について世界で多くの経験を持ち、オランダのアムネスティー・インターナショナル元代表のバート・ステパート氏が参加します。日本側からは、死刑問題の分析に取り組む日本の研究者であり米国でも研究を行う布施 勇如氏と、保坂 展人氏に加わって頂きます。また、駐日欧州連合代表部のドミニク・アルバドリ政治分析官が司会を務めます。
